built in Shipping Module not adding shipping to total

Right now you can select a product, add it to your cart and there is an 'estimate shipping' button. You can click on it and it brings up the ONE kind of shipping I have enabled (perweightunit) - the concept here is that the business owner wants to use USPS Priority Flat rate shipping, so I use a set $3.5 per/lb weight factor in the perweightunit+1 handling fee per box. Then I set the weight of each item or kit to reflect the actual cost of shipping for that item.

As it is, in the shopping cart, with an item in the cart, if I click on Estimate Shipping the best way shipping rate comes up in a pop up window. Great.
I can't select that rate (it's the only one) all I can do is update my STATE and ZIPCODE (which have no effect) click on UPDATE. The popup window goes away but there is NO CHANGE to the shipping cart. The shipping is not added.

I have been through all the different shipping settings in Admin with a fine-toothed comb and I can't find the problem.

HELP!!!! PLEASE !!!!

UPDATE: I changed the theme (currently A Modern Zen) back to the default theme to see if it made any difference (if it was a theme related problem) and while the visual is a little different (no pop up window) the problem remains the same. SHIPPING IS NOT ADDED TO THE TOTAL.

In any event, I don't care so much if Shipping is added to the total or not in the shipping cart, but the shipping cost information is not getting passed to PayPal on checkout. So that's the main problem. I know I can set up shipping inside of paypal but that would just be confusing to the customer AND PayPal won't do shipping the way I want to do it for this particular client.

The Shipping Estimator does not add to the shopping_cart total ...

The shipping info to PayPal cannot get there until the address is know, so using the PayPal button isn't sending the information at first ... if you go through the checkout, you will see that the shipping info is now being sent to PayPal ...
