where if one buys 4 items you save another 10%. or something similar....

You have to clarify your question further: 4 of the same item, any 4 items, 4 in a category? Exactly 4 or 4+? etc.

I was thinking, just 4 of the same item, but I guess it would be great to be able to mix and match from a category or store wide...

If you want "Buy 4 or more of any item, save 10%," you can use my Quantity Discounts contribution in the Free Software Downloads area. Set Discount Basis to "Total Items in Cart."

Once you have downloaded, where do you find it in the Admin? I'm not seeing it.

If you have installed it correctly you should see it in admin->modules->order total. If you don't see it there, review your installation. The files should be transferred to your cart directory as is.
