Varing Shipping/Delivery Charges

I have a small Dinner Delivery Service.
I would like to set up varying delivery/shipping charges based on town/location.
Similar to:
Local- Free
Towns A,B,C- $3.00
Towns C,D,F- $5.00

I am using v1.39h
