how to set order id backwards,a smaller one?
at backend ,only can set forwards,a bigger one,
if need to set a smaller one,
what should i do?

by phpadmin
update the follow five tables's field named orders_id to the smaller one you like where orders id's value is the bigger one you set by backend:

orders
orders_products
orders_products
orders_products_attributes
orders_status_history

And what happens when these "lower" order numbers run into the existing higher order numbers?

yes,it would be a bug ,maybe need to delete other bigger order ids

A more important question is WHY are you even wanting this? What brought you to a position where you need to ask this question? What business problem are you trying to "solve"?
