Scrolling Marquee on the TOP line of every page

I have been looking around the thread and i cannot find an answer to this.

I am thinking of 1 of two options.

Taking the very top Line. Just 1 line thick. Background Yellow - Static message that I can put on every page.

or


Black Background Scrolling Marquee message with White text.


How Can I do this?

You can add either to tpl_header.php. Please don't use the scrolling banner - few things make your site look more unprofessional.

Yes how can you do this?

I tried making a page in EZ pages and putting this in:

<marquee bgcolor=orange width=100 height=20> Moving Text </marquee>

But nothing happens
