Has anybody had any trouble with the RateV4 version working?

I didn't have the old version installed so nothing to overwrite. My WebTools account is correct and not in "test" mode either. And I get the green light, but USPS is not pulling up during checkout as a shipping option. So I'm not sure what's up with it.
