Step 3 Confirm Order does not send to paypal

I am trying to test my checkout process to see if it works before uploading my products. All my products are for digital download and should go to paypal for payment processing but after I click "Confirm Order" on Step 3 the cart goes backwards to Step 2 again. I've even tried clearing my cookies and closing and reopening the browser and that did not work. And my "recreate sessions" is set to "false". My site is http://fourxdesigns-store.com

I don't know what happened,but it eventually corrected itself.
