Need shipping help!!

On my site I want to offer free shipping on orders over a certain amount here is my question:

I know to go to modules and enter the amount and such in the shipping option but what are these free shipper and free shipping options and how do I get these to work together along with flat rate shipping for all orders under the amount to qualify for free shipping. No matter what I do this process seems to not be working. I have had it tell me sorry we do not ship to your area and it has added the amount to peoples shipping charges and so on please help me with this!! mysterydrawer.com is the site(please be advised this is an adult product site)

so it seems over my shipping amount works with the free shipping option however under my amount still shows free shipping no delivery charge instead of the flat rate price. How do I fix this please.
