checkout step2-payment info, change layout totals add empty line

Testing from the standard (green) template:

How can I change the order (move shipping costs below subtotal for example)
and add lines between subtotal, vat, shipping costs etc....
I already edited /modules/ot_total to change the sort order, however this does
not look the right place or I am missing something.

The sort order for Order Totals is handled by the sort orders you assign in Admin->Modules->Order Totals
