I'm stumped. The only time I've seen CKeditor not display properly is when it's missing ckeditor files. (Or other site customizations are breaking it because of jQuery or other javascript conflicts ... but you said you haven't got any other admin mods installed.)
You're now asking me where I think the problem is.
But I've already confirmed, as have several others, that you're quite alone in your symptoms.
So, the problem appears to be on your end.
I've also given you instructions both in the readme and here in this discussion on how to add in additional languages to your ckeditor plugin. Have you done that? If not, why?

Ok, It seems that the problem is with my Internet Explorer, Something in the Internet E. configuration need to be done ! I tried the CKeditor on Chrome it works ok, on my computer at work IE also works OK , It's only with my IE at home ! Any clue where could be the tweak ?

Maybe you've got some bad toolbars in your IE? A general rule is to NEVER add toolbars to IE. They always caused problems whenever I used them. But, then I've totally quit using IE because I think it's total crap. Sorry, maybe you like IE, but I strongly dislike it.

I agree with you DrByte that IE is crap, But I need to test my website on IE because I believe that IE is still the most universal Internet browser in the world, By the way, I don't have any toolbar installed on my IE.
