The FAQ How does the HTML email template system work? includes the following section:
MULTIPLE LANGUAGES
You can duplicate the template files into language-specific folders using the language "short" code, using the following format:
/email/ = this is your english/master set of files
/emai//fr/ = french
/email/de/ = german
/email/es/ = spanish
...
If you don't copy a certain file into the language folder, the english master will be used.
The bit in red is, unfortunately, not the case. In a multi-language shop, if an HTML email is to be sent in a language other than english (e.g. Spanish, with a languages_code of es) and the requested email template doesn't exist in the language's email folder (e.g. email/es) then the email will be sent in TEXT without regard to the customer or admin TEXT vs. HTML email selection.
Either the FAQ should be changed to describe the current behavior (processing in function zen_build_html_email_from_template in /includes/functions/functions_email.php) or the function should be changed to provide the behavior described in the FAQ.
