Unable to setup a sale, salemaker, completely blank

Happy new year to everyone!
I have been reading the posts to find a solution for this, but i am stumped.
I wish to set up a sale on one of my category, so i click on salemaker to set it up, but all i get is a blank screen.
All the posts says; create the sale price item in ADMIN>CATALOG>SALEMAKER or fill in the sale then click the category you want it to apply to. i am unable to do that. have i missed out a vital step?
I have specials going at the moment, still using 1.38 (putting off upgrading). This is the first time i have tried to use Salemaker, so i don't know if it ever worked.

You could try running through ALL of the known Bug Fixes for v1.3.8:

But you are really encouraged to upgrade to at least v1.3.9h, at a minimum there could be any number of issues causing this from bad code to bad data, to a hacked site ...

Hi, Ajeh, i should have said; version 1.3.8a / patch 1, fresh installation. You are right, i need to upgrade to 1.3.9h.
Aside from that, is the procedure correct?

Hi, all ok, i think? The box at the right hand corner, that says "new sale" was not visible ( not fully drawn).
It was only by chance that i moused-over it. I clicked it and got the screen that i expected to see.
BTW, i a using chrome web browser.
