My client want the customer to be able to add products to their cart and then proceed to check out with out having to set up an account. is this possible?

Using PayPal express is "technically" a bypass, but there is also a module called F.E.C. by Numinix (Fast and Easy Cneckout) and this has a COWOA component. (COWOA = Checkout Without Account).

Look in Plugins for COWOA or Fast and Easy Checkout.
Or, if you use Paypal Express, customers can go directly to PP for checkout and their info required for shipping can be automatically returned by PP.
