date accent problem

i have 2 sites installed on the same server, one zen cart 1.39h and the other one zen cart 1.50
there's no problem of zen 1.39h, but i get the date accent problem on zen 1.50, it should been "décembre", but now it displays "d�cembre",
since these 2 sites are on the same server, i don't think it's the problem of the server
i have set all my database utf8 before i installed zencart,
then what did i miss?

by the way, all other contents display correct except the dates

the dates are generated by the server, determined by the locale setting in the french.php:

my two sites (1.39 and 1.50) are on the same server, using almost the same file french.php
the 1.39 site works correctly but the 1.50 site gets this issue, is it normal?
or which code should i modify?
