Can I make USPS delivery confirmation required for first class mail?

This is what I want:

In the US, delivery confirmation required for first class mail, but not for priority mail (since it comes free).
Outside the US, this is not needed.
Delivery confirmation costs 90 cents.

How can I do this?

I'm not sure that I understand the question. All my firstclass postage printed online can include delivery confirmation @ no additional charge. Signature confirmation incurs a charge.

Do you mean First class packages, first class thick envelopes or just a plain old #10 envelope weighing a couple ounces?
