International Customer Address Not Working with USPS

Every time I try to have this customer place an order, zen cart/usps will not allow the order to go through.
However, when I go to the usps site and manually purcahse a shipping label, the address works fine.
What is wrong with zen cart that it won't take this particular address?

Delivery Address:
113 AVENUE HERBERT HOOVER
BRUSSELS
BELGIUM

customer says the postal code is 1030, but the USPS site doesn't even end up placing that on the label for some reason
I have set to empty in configuration/minimum values the state and postal code settings particularly for customers like this who have no state to enter. I would really like to put this order through zen cart to have the memory of the order, but I can't get it to go through with this address. I have tried it with and without the postal code and still it doesn't work. What is wrong?

Under shipping zone I have "none" chosen in the usps module, so nothing.

Have you updated the usps module??
