Is it possible to create pages that display a custom set of items?
For example, I want a URL tht just displays item numbers 165, 166, 187, 198 in a category type display.

You could copy/link those products into a new category, and display that category/product listing on your page.
It would take some special handling to keep the dummy category from showing up in menus.
Then you would put a link to the special category page from wherrever you want to access it.
OK. Is there no way to do this by adapting a URL with the product numbers?

Sure. I'd like to create a custom link to show customers a set of specific items from seperate categories. it would help when creating marketing emails or referring customers to a selection of recomended products.
EG, a customer wants some sugestions to buy a gift for his partner. Rather than giving five seperate links to our shop, we could send one page that displays five items we think would be a good choice.
There are two ways you could do that:
1. Do what gjh42 suggested and set up a collection of additional "We Recommend" subcategories, and cross-link those products into those various categories. That way those same recommendations will be available for other future visitors to your site (so you should name them meaningfully). Don't need to hide them.
2. You could also experiment with one of the Cross Sell plugins so that you can configure other "suggested" products to go with any particular product the customer is looking at. (Then you could send them a link to one product and they could see all the other related suggestions you've configured by following the links that the cross-sell plugin would add to that product's navigation links.)
