I think you have not provided nearly enough information for anyone to give you any kind of solid answer..
Earlier kobra asked you to read the posting tips and provide more information.. You provided SOME but not enough.. (posting tips below)

NOTE: When making a new post, be sure to include relevant information such as:
- What version of Zen Cart are you using?
- Has your site been upgraded? When? From what version(s)?
- If you've upgraded, HOW did you upgrade? (official upgrade procedure or an automated script from your hosting company?)
- What plugins/addons have you installed? When? If your problems are payment-related, what payment module(s) are you using? If it's shipping-related, which shipping module(s) are you using?
- HOW did you install Zen Cart? (upload via FTP and run zc_install, or a one-click install from your hosting company? (one-click installs might mean you don't have enough information about your site/server to make customizations easily))
- What version of PHP and MySQL is your server using? (See Admin->Tools->Server Info)
- WHEN did the problem "start"? How does that compare with other events of your hosting company, changes you've made to your site files/addons, or your admin settings, etc?
- If this is your first store, have you tested all aspects of transactions before going live?
- In what ways is your site customized or different from a brand new uncustomized install?
- Please post your site URL* so we can take a look at it. This is especially important if you're encountering display/layout problems, so the problem can be seen directly.
- If you're encountering problems that could be related to your server or hosting company, include the name of your hosting company (not their URL).
- HAVE YOU LOOKED IN THE FAQ AREA for answers to your question? (ie: a search for your error message or what you want to edit/change, etc)
- Have you searched the FORUM for your error message or for answers to the question you're asking?
Also read the "Before You Post" and "Forum Do's and Don'ts" to be sure you provide at least the basics of information in your post. The more detail you supply, the more likely you'll get a usable answer. If you don't give enough information then you'll likely just get a reply asking for more info, or worse: no reply at all. We'd rather give excellent answers than have to ask you more questions!
*NOTE: Search engines index this Zen Cart® support site very quickly. Posting your URL will cause your site and your post to show up in search engines. If you want to prevent that, put spaces between each letter of the domain name in your URL.
Based on your responses thus far, I think you MAY be over your head in getting this fully resolved, but again since there hasn't been enough data provided it is hard to say..
You do not know what add-ons were installed
You upgraded using a method not recommended ("pushed a button" which I assume means you used your hosts auto-upgrade script)
and again without some more details we will all be guessing as to what's going on..
Provide more details.. If you do not know where/how to get some of this information then ask and we will guide you through where/how to obtain this data..

Okay I talked to Paypal and they say everything is fine on their end which makes sense to me because we're still accepting donations through them.
Specifically, the guy from Paypal says it has to do with how the shopping cart is configured. Paypal is not set up properly in the shopping cart as a payment option? Does that help anybody?
Ummmm.. no.. Not really (and based on past posts, you still haven't really provided anyone with enough detail to help you). The "PayPal guy" is GUESSING as to what the problem may be since he doesn't know anything more about your store than what you've explained.. Unless of course he KNOWS Zen Cart and specifically the PayPal payment module for Zen Cart (does he?? is he a Zen Cart expert??)
So let's try this again.. You need to provide MUCH MORE DETAIL than you have provided thus far.. You are going to have to stop worrying about not being a "technical" guy because the information you need to provide (and have not done so far yet) is NOT TECHNICAL..
Now log into your store and provide the following:
- Which PayPal payment module(s) do you have active.
- What are the settings for each module (caveat: DO NOT PROVIDE/INCLUDE your API logins/passwords/secret codes when posting these settings - you will need to OBSCURE those when posting this information.)
- Provide the EXACT ERROR MESSAGE YOU ARE GETTING
- What version of PHP and MySQL is your server using? (See Admin->Tools->Server Info)
- Provide the other info in the Admin->Tools->Server Info kobra asked for several posts back
- Please post your site URL* so we can take a look at it. This is especially important if you're encountering display/layout problems, so the problem can be seen directly. (ETA: I see you provided this in an earlier post -- sorry -- http://www.vonnegutlibrary.org/store/)
Now if you don't want to provide any of this information, your option is to continue taking guesses and hoping you run into the answer.. If you want to get to the heart of the matter and you want the community to help, you need to help us help you.. Otherwise you need to consider hiring someone to help you sort this out for you.

I use Paypal Payments Pro and Express Checkout Both of these are on my Payment Modules under the info tab, it says rev1.3.9f, which is I assume the previous version of Zencart I was using, I'm now rev1.3.9h, so how do I change that in payment modules?
Gonna keep posting this until you provide ALL the information you have been asked to provide (not just the parts you think are relevant).. Please stop cherry picking out the information you provide or NO ONE can help you!!

I suspect the only change we've ever had was when we had a website based problem and I went onto ZenCart and it said we were using an old version of Zencart, click to update, so I did, and it updated

Try searching the forums for "tried to contact the payment processor" for some possible answers (though I suspect your problem is with your host) until DrByte has time to reply.
Only "tore your head off" because you were NOT providing information asked from folks trying to help you.. It was becoming a tad frustrating..
As far as the PayPal settings you will go in your admin to Modules > Payment, then select the PayPal Express module and tell us what your settings are.. (when you post your settings, do not include logins or other sensitive data - simply indicate if the login/password/API keys are in place)
and while you're doing all that follow Steve's advice and search the forum to see if other's have reported your same error message and reported how they fixed it..
