What I want to do is;
all my products have different value of credit and the customer buys credit ie £10 = 10 credit £20 = 25 credit. Then the customer uses this credit to buy products ie one tv = 6 credits etc.

The idea is to get the money faster. So the customer buys credit, then looks around the store for the product/s they like. Very much like a gift voucher.
I am not explaining this very well. I know of a site hat does this so when I find it again I will post the link.
Sounds like a model similar to the way iStockPhoto sell images.. You buy a block of credits (pay actual money for them), and then "spend" your credits on the images you want. the images are assigned a particular credit value, and the amount that you "spend" on an image is based on the credit value of the image.. When your account is out of credits, you can purchase more..

I would have a look at customising the Gift Voucher system.
Renaming the text as required.
Then add a test in the payment modules.
If there is ONLY vouchers in the cart enable the traditional payment mods
If there is ONLY products in the cart disable all payment modules so they have to pay by (modified) gift vouchers.
If both are in cart, prevent checkout until the customer removes one or the other
