NO! You should never touch the template_default folder or its contents.

I should be clear that includes\templates\template_default folder is the one from Swedish packet installation files, not the one from ZC default. I don't use ZC default template but my own one, that means "includes\templates\template_default" from installation files is useless if not rename to my own template name.
Not true.. Zen Cart looks for an override and if it doesn't find one then it will read the default_template folder.. So if your language files are not overriding existing Zen Cart files they should be just fine in the default_template folder (which is probably why the author of the language module constructed it the way they did)
Suggest you read through the FAQs and review how the override system works..
