Try reloading the /zc_install directory to your server ... see if it might just be issues with bad files ...
Also look in the directory /logs and see if you see any debug log files ...

in logs I just have install.php and install.html, I will try re downloading the zen1.5 and reloading the folder zc install
You'll need to make the /cache/ and /logs/ folders writable so that it can store temporary information there during installation.
That's one common cause of it not proceeding past the license screen.

i did make these writeable
777 or 775 or 755 ?
All of these are 'writable' permissions.
777 is often considered too insecure and will produce a server error.
755 is best *if* allowed by any given server.
775 tends to work without problem with most servers.
Hope this helps, but as DrByte stated, these file permissions are just *one* possible cause of your problem (albeit, this is probably the most common cause, and therefore we must eliminate this possibility before considering others).

i have them at 777 , I will try 775 too
do we have to make all the files inside a folder also 775(writeable) or just the folder itself?
so i restored my old zencart 1.3 from backup and the problem still exists of nothing adding to cart or not being able to sign up or login

From a support perspective, this scenario is our worst nightmare.
Until now you never mentioned that you had been having a problem with V1.3 and/or adding stuff to the cart, etc.
We had no idea you had switched hosts.
We have no idea when your problem(s) started.
The 'common cause' of the symptom you originally reported no longer applys.
It is possibly that we can *assume* that there may be a common factor between the initial V1.3 problem and the installation problem with V1.5, but it is a bit of a stretch. Best I could say is its 'something to do with session data'
It's a tough call as to which direction you should take from here... So tough, I'm not even going to try. Simply put, as a result of all the changes combined, it is pretty much a matter of 'anything goes'.
For your sake, I hope that at least *something* is being saved in the log/cache folder that will give you some clues.
