What can I do to make the Write a Review button display on the product page?

Just turn on the feature (which is normally on by default, so someone turned it off on your site):
Admin->Catalog->Product Types->Product General->Edit Layout->Show Product Reviews Button -- turn it on
If that's already on, or if turning it on makes no difference, then whoever wrote your template removed the functionality from it, and you'll have to put it back by using the original code in template_default..

I found the missing code and entered it. Now what I would like to do is change the "Read The Reviews" button to a "Write A Review" button on the Product Page, in the same location, when there is a review showing. I don't need a Read The Review button, because the reviews are present on the page.

The "Write A Review" is fine on product pages that do not currently have reviews.

The Write A Review button is built-in on the Product page, but only appears if the viewer is logged in.
