Taxes and Shipping not included in subtotal

I've been troubleshooting here for some hours and have done everything in the book I think. This started when I ran a test order and realized that the tax and shipping I have setup was not included in the checkout page. So, basically customers are not being charged for shipping and taxes when they pay for their order. I manually edited each product by selecting the taxable option from the drop down menu on their pages. I also edited the default for adding new products so my tax option will automatically be selected. I tried all options in the tax rate, tax classes, mystore, tax zones, zone definitions, tax rates and I came up with nothing. Where is the error coming from?

Go to the Zone Definition ... what do you have set in the DETAILS for your Zone for Arizona?

Do you have other Zone Definitions besides the one for Arizona?

Okay well it seems I need to add my own tax, I was editing the default that zen cart setup. The tax is fixed but I'm still not seeing the shipping included.

Didn't work. I dont add weight to the product catalog because I charge per item

paypal express checkout is not including the shipping charge but if you have a site account the shipping is included. Seems the paypal option is the issue.

When you test, test by going through the Checkout and not via the PayPal Express button ...

Does the Tax show on the checkout_confirmation page?

Let me update the thread by saying all tax errors have been fixed. The shipping works but only with a site account. When using paypal express the tax is included but the shipping is not included.
