Display product with tax does not when customer is logged in

I have a test cart, no mods, using 1.3.9 and one using 1.5.1 and see this same behavior in both. I'm trying to have products display with prices but collect sales tax so my customer can report it.

The products display with tax correctly for non-logged in visitors. Once you log in, the product displays the product without tax. I don't know why logging in is causing the product price to display without tax.

My Store:
Store Zone: Sweden
Display Prices with Tax: True
Basis of Product Tax: Store

Tax Rates:
Zone: Sweden
Rate: 12%

Zone Definition is set to Sweden.

This item is $32, with tax $35.84.

View the site and it displays as $35.84. Log in and it's $32.

Go to Admin -> Configuration -> My Store

- Display Prices with Tax <- change this one
- Display Prices with Tax in Admin

- Basis of Product Tax
- Basis of Shipping Tax
- Sales Tax Display Status

You're saying to set that value to 'false'? I *want* the tax to display with the prices.

Sorry I missed some details, it should be set for true, have you applied the tax class to the individual products in admin?
What is the default here:
Admin -> Catalog -> Product Types
Product Price Tax Class Default - When adding new products?

I logged in from a Canadian address and see the same price $32.00, as guest or logged in.

Products are set to Taxable and there is only one tax class.

I have been trying various settings which is why the price you saw was $32 both times. Please try again, it's back to the way is was as mentioned in the first post.

Okay, this time I can see the tax included price as a guest, log in and see $32 as a Canadian.

Add the product to the cart and no tax.

Change my billing address to one in Sweden, taxes are added.

What is your store Country?... it should be Sweden.

You said your store Zone is Sweden... it should be a province/state.

Admin -> Configuration -> My Store

You have tax set to Store ... do you want to charge *everyone* for Tax or just when delivery or billing address is Sweden?

We want to charge everyone the tax. I just don't understand why logging in as a customer removes the tax.

I got it.

twitchparts.com runs v1.51 in Country - Canada, Zone - Ontario
I changed it all to the settings you have, turned all the tax display settings ON

No problems logging in and out it all worked.

Then I set the store for this:

Admin>Configuration>My Store>Country: Sweden
Admin>Configuration>My Store>Zone: blank

Presto, recreated the problem exactly. You need a store Zone.

Great!! But Sweden does not have any zones. When I select Sweden for the Country (Admin>Configuration>My Store>), the drop-down for Zone is blank.
