I have checked with my hosting company and apparently they have preg_replace disabled and will check for
a work around.
Is there a manual way to make the changes.

If your host is too scared to re-enable preg_replace (and the other preg_ functions) (those are all normally enabled by default) then your host is not capable of running Zen Cart or other advanced website applications. Chances are that they're being frequently hacked and don't know how to secure their servers properly, so they're applying a very inefficient broad brush which cripples normal people like you. I got in touch with my hosting company and they re-enabled the preg_replace function.
That seems to have taken care of the problem.
I installed the usps shipping module and now I can input my user information into it.

To give a update for any one having this problem. I started being unable to edit the USPS module and looked in the log folder for
any errors. I was getting the preg_replace error again.
I contacted my hosting company and here is what they said,
The following line must be in your .htaccess file in order for preg_replace() to be enabled for your hosting account:
suPHP_ConfigPath /home/hidden/public_html
If that line is not in your .htaccess file, then preg_replace() will be disabled for your hosting account.
Sure enough the line was added and instantly I was able to edit.
