Well, I tried to wrap my brain around making the add-on and it's far from straightforward to me. I know you've contributed allot to this already but could you elaborate a bit more?
-The term 'key' is unclear to me. Are you referring to an SQL cell or merely a variable in the new freeoptionscity.php file?
-How would one end up with the options in the admin once enabled? Does all that have to be coded or will it be picked up from the file?
I will try to look at this later and see what can be done ...

Hi Ajeh. This has worked flawlessly for quite some time now but for whatever reason the most recent order was presented with both flat rate($5.00) and free shipping despite the persons address not being in the free shipping zone.
Naturally I proceeded to checkout with my test account from non-local city and was also presented with the same options.
Any ideas?
The only thing that has changed is that I moved servers a while back. Everything seems fine however.
Could you Zip the file with the changed code and add it as an attachment to your reply when you answer the following questions? (click Go Advanced to add attachments)
What version Zen Cart are you using on the new server?
What version php do you have on the new server?
What other plugins are on this site? How is your site different from a brand new fresh uncustomized install?

Nevermind! Your response prompted me to check whether or not your customized code was in the freeoptions.php file as it should be. Turns out it was not. When I noticed that I realized what happened...I made huge efforts to ensure I was 100% inline with the ZC standards so that updates were as easy as possible. I obviously forgot this bit of code when I upgraded to 1.5.3 and assumed nothing was customized. Hopefully I'll remember for 1.5.4!
