What happens if you make a new Zone Definition and in the DETAILS you add Country for Canada and on the Zone just pick Ontario ... then add that as the Zone on Free Shipping Options freeoptions ...

I don't believe you have things setup right on your Taxes and that you added a new Zone for Cornwall but I think you need to set that up differently ...

Naturally, I am not Canadian and am kinda clueless how your taxes work there, but I do not believe that you setup the taxes just for one city ...

Let me see if I can find a handy Canadian to help out here ...

Taxes are mostly provincial. Some provinces have the same rate. Shipping is GST and is national. Pretty confident I have it right.

I set the one up for Cornwall because I still need to charge them tax on the sale. Which what I've been referring to with regards to my zones being province-based.

The store is live. This is my second ZC store over the past 5 years. Never had any complaints / errors regarding taxation.

Do you have zones set up for every province? If so, why? Technically the rule is usually that you charge GST to everyone, but HST/PST only in the provinces where you've registered to collect and remit it (which is usually only the provinces where you have a physical business presence). ie: taxing all of Ontario with HST is fine.
But, taxation is not the subject of this discussion. Leave that for your tax accountant.

Do you have ANY other reason for a Cornwall zone OTHER THAN just this shipping thing? If not, I suggest deleting it. Then let the custom code changes Ajeh mentioned kick in and specifically offer Free Shipping only when the city name entered is Cornwall.
