Help with Zones

We have created an online store to accept orders only from customers in the Republic of Ireland and Northern Ireland.

We obviously can allow customers with IE as their country but how do we also allow customers in Northern Ireland with a BT postcode order but not alllow customers in the rest of the UK to order ?

Someone has suggested we set up a UK Zone with just a BT postcode but how do you do this ?

We have now set up the United Kingdom into Zones for Northern Ireland, Scotland, Wales & England but how do you allow shipping to include Ireland and NI as the Zone Rate Shipping Module only allows you to enter ISO Country Codes and not the NI Zone along with IE for the Republic of Ireland.
