I have upgraded to 1.5.4 and now down-for-maintenance only show a red area at the top of the page stating the fact "NOTICE: The website is currently Down For Maintenance to the public" - not the maintenance page.
I have upgraded to 1.5.4 and now down-for-maintenance only show a red area at the top of the page stating the fact "NOTICE: The website is currently Down For Maintenance to the public" - not the maintenance page.
That's normal.
It's intended to give you a bit of time to sort out any issues you might need to take care of in your Admin, such as configuring any new payment/shipping modules, or anything else on your checklist.
You can simply go to Admin->Configuration->Website Maintenance to turn it off when you're ready to let customers shop again.

I understand the principle. The issue was that it didn't show the maintenance page which covers the shop area, just a note at the top of the page!
Sounds like a blank page problem;

Keep in mind, if your IP is in the Configuration ... Website Maintenance ...
then you will just see the warning message and not the Down for Maintenance page so that you can still work on the site while it is down for maintenance but have the reminder to change the setting as everyone else sees the Down for Maintenance page ...Down For Maintenance (exclude this IP-Address)
This IP Address is able to access the website while it is Down For Maintenance (like webmaster)
To enter multiple IP Addresses, separate with a comma. If you do not know your IP Address, check in the Footer of your Shop.

Also, as it relates to making changes while the notice appears at the top, although a well/correctly made template will not be affected, I caution making CSS template modifications while the down-for-maintenance warning message (single statement along the top with the rest of the store visible below) is displayed. It could potentially move some of the item(s) arrangements and when turned off have a different/undesirable look.
