Easiest way to track down something like that is to use the developers tool kit found in the tools section of the admin. You've somewhat already done the hard part of finding the constant that is referenced there, now need to find where that constant is defined.

It should be in the languages directory (can search using that section of the tool kit) or can search the entire catalog. Once the define is found rework it so that the constant is still on the left side and the right side has two single quotes: ''.

At the bottom of the page are listings of similar posts. They can be helpful in finding a solution as well. One of them might just be complete steps.
It's also quicker if you use the variable you used in your post's subject in a search. Using HEADER_SALES_TEXT would have found four of the five. Not gouging, just letting you know that you might have gotten a quicker answer. At three in the morning, it's not always good to have to wait for an answer. Got the shirt somewhere.

I made the change .............define('HEADER_SALES_TEXT', ''); , and yes the header sales text is empty now.
but there's a problem in the page (see the attached photo) .
the page was moved up to the top and invisible now.
the "store logo" "Home" "login" "shoppingcart" "language icon" "currencies function" was moved up to the top invisible too.[ATTACH=CONFIG]16413[/ATTACH

When it comes to diagnosing this type of problem, a picture is not worth a thousand words. It's like trying to decide which air filter for a car with the hood closed. We need to "peek under the hood" in order to see what's going on.
When you hit reply, you'll see some posting tips. Those are the things that help us to help you. In this case, several things (including a link to your site) are necessary. Otherwise it's just a WAG. See the *NOTE: at the bottom for directions in posting your site.
