I think mailchimp has that functionality.... if you use mailchimp for newsletter. But it's not going to directly apply a discount to a customer

I think there's also a zencart module for newsletter discounts, but probably doesn't do that popup.

Please do not use a pop-up. They are annoying, and for a lot of people reason enough to go shop somewhere else. Also when a pop-up blocker is used, your potential customers will never know about the discount.

it works,the detailed steps are the following.
Newsletter Details

Managing Newsletter has been made easy with Mailchimp integration in Edify.
New users can signup for free Mailchimp Services, while the already registered users can create their Signup forms and copy paste the code here.
New Users can Signup for free with Mailchimp and follow the instructions of Mailchimp Services.
After Signing In or Logging In successfully, go to Lists in your Dashboard.
Click on "Create List" on top right corner of your screen.
After creating the List successfully, click on the List name, this will take you to the details of particular list.
Then click on Signup Forms Tab, this will open the details of different types of forms.
Click on "Embedded Forms options", this will open the "Embedded Form Code" detail with the preview of different forms.
Click on "Super Slim" option and copy the code below it. Paste the code in the text-area provided, as shown in image below.

but there is still a problem,

if I use [email protected], it works,the [email protected] can receive the confirm email.
but,if I use XXX@hot mail .com,XXX@hot mail .com won't receive any confirm email.

now,I still donot know how to solve this problem

Solutions have varied, from changing the email configuration to changing things about the email such as the title of the message or content.

Hosts that have been most problematic include hotmail, yahoo, and AOL. Generally speaking these hosts themselves have some sort of FAQ related to dealing with their email "protocol".
