Does anyone know if there is a plug in that will allow you to send all of your customer base but only send 100 (or set a number) emails in a batch/day? Most ISP will shut your service down if you send over 100 email at a time.

Mailchimp is as I have seen discussed in the forum an application/service designed to do this rather than risking issues with your ISP or your site.
