Problem: the database installation does not complete: shows 99% or 100% but progress bar stalls/installation does not proceed further.

One may focus on "fopen" (and whether it is enabled or not), or the file permissions (which are fine), but the problem is that installation is in a cloud folder, and at that moment, Dropbox is attempting to upload that file, hence the permission problem.
