Append Comments in Orders

Hi All,

Have an issue with append comments in the orders which is always ticked and if you don't take the tick out you end up with a double up of the comment posted.

Can I change it so that it is not ticked because I don't really need it. I thought I was pressing the button twice and that was why it was loading twice.

I am using bootstrap template on version 1.5.8a zencart.

Any help would be appreciated on what file I need to change including code.
