The setting '1' displays the discount in a % while '2' shows the monetary discount.

I'm not sure what's hosed-up on your site, but my demo site (https://zc158.vinosdefrutastropicales.com/zc158/) is running Bootstrap 3.6.1 on Zen Cart 1.5.8a and shows the discounts as percentages.
