I am not able to duplicate the issue you reported. You did not enter your own ip to be excluded in the tracking_config, so there must be a file missing somewhere or your web host may not allow GEO Tracking, which is a very rare thing so I would count this out before I would anything. Just in case did you upload files using an FTP client? if so did you also try to upload the files using File manager of some sort through your cPanel? or Control Panel of some sort to see if it works then?

For extra precaution there is no MySQL errors inside either section of the tracker mod in the admin correct?

And no other tracking modules installed correct? Do you have a list of addons you have installed, if any?

Well, I just loaded all the files again through FTP and now it is working. I don't know if I missed one or if somehow the transfer messed up. I don't see any of the files listed in my failed to upload information, so I am not quite sure what I was missing. I just went and clicked on a few things and now I see it, so it must have been one of them got missed. I apologize for this . . and thank you for your help.

Yes, add the ip you want then separate by a comma with additional ips. Example 123.123.123, 124.124.124

You will have to experiment with it. Blocks may work but may not. I personally never tried it.
