I use it all day, dreamweaver works fine to display Japanese.

Ok, I got it to work in dreamweaver8
that was not fun, what I had to do was
go to, Modify, pager properties, title/encoding, encoding:japanese (euc) apply, but that still didn't do it, you need to press Reload, then it comes up great! thats what works for me.
