no shipping options show for international addresses

I have been looking for an answer for this and it seems like it should be simple, but I can 't seem to find it!

I have several items set for "always free shipping" and I have the "freeshipper" enabled with zone set to "all states" (USA). This works as it should.

However, when an international address is specified (UK or Canada), there are no shipping options available and no way to move to step two. I tried setting up a zone for the UK and Canada, but that didn't seem to work with any of the options...table, flat rate, etc.

Can someone please tell me where I've messed this up?

I've continued to play with this and I guess the "freeshipper" being enabled is the problem...when there is an item that would be free ship in the US but shipping to UK or canada the cart just knows that free shipping is only allowed for US states. Is there a way to add a line into freeshipper to tell the cart something like "if destination = USA enable free ship, if destination not USA, no free ship"?

Let's try this ...

Things are marked Always Free Shipping ... but ... you only want this to happen in the US ...

So ... the question is ... what is suppose to happen to these Always Free Shipping items when not in the US?

Right...I realize that is how it is supposed to work...always free shipping should mean always free shipping. I have quite a few of those items though and it is by far the easiest way to mark since I can't classify the items as all a certain weight or price.

What I'd like for it to do is always free shipping EXCEPT when shipping address = anywhere but the US...then the regular shipping options kick in. Possible? PITA?
