I have been looking for an answer for this and it seems like it should be simple, but I can 't seem to find it!
I have several items set for "always free shipping" and I have the "freeshipper" enabled with zone set to "all states" (USA). This works as it should.
However, when an international address is specified (UK or Canada), there are no shipping options available and no way to move to step two. I tried setting up a zone for the UK and Canada, but that didn't seem to work with any of the options...table, flat rate, etc.
Can someone please tell me where I've messed this up?
