How do you "persaude" search engine that PR of homepage applies to whole site?

Apologies if this is still somewhere else, I recall seeing the subject months ago on the old forum but can't find it anywhere in the forum

How do you "persaude" the search engine that PR of homepage applies to the whole site?

My homepage www.kiwisouvenirs.com has a Google Page Rank of 3 but most of the sites other pages do not.

Does anyone know how to "persuade" the search engines to accept the homepage page rank as the ranking for the entire site. I'm sure someone posted a solution to this on the old forum.
