Okay I already added this to the wrong forum I suppose. Here is my question???

Okay I sell webset templates. Now they need to be customized for the customer. What page would I edit to add additional questions for them to fill in before getting topaypal? I thought maybe cart or checkout. I think cart but how and where do I do that?
