Zones by US States

I have searched and searched and can't seem to find what I am looking for. I freaking dreamed about it all last night. :)

I want to be able to set up shipping Zones by US state. In about 6 or 7 Zones (like I have with my Mal's cart ... you can see it at www.soapsandpotions.com). I have the Zones with tiered shipping by weight. I just need to know HOW to do that. ZC seems to only allow Zones by Country. I don't ship out of the country automatically.

I need fairly simplistic instructions as I am not a programmer ... just a user. I am pretty proud of the things I have already figured out with the search feature ... but this one is biting me big time.

While I would still like to know how to do this ... I have it set up now where it will go to the USPS site, calculate shipping AND I have a flat rate available so they aren't charge 14 bucks for an order I can put into a flat rate box ... AND the more local people don't have to pay 8 dollars to ship something that will only cost 5 or 6.
