Multiple shipping zones for Europe ?

Hi guys, I am setting up my shipping zones for my shop.
This is my situation:
The shop is selling Bottles of wine and other products (t-shirts, key rings etc)
The bottles of wine are posted via a Quick registered service, the other items are posted by the standard national service (the site is using Portuguese post)
We also use a different rate to post within Portugal than to outside Portugal, for both bottles and other products.

Is there a way to integrate all this, I have a fixed price of what we currently sell each item for and post it for, I'm a bit stuck with it all and would love some recomendations or thoughts as to what others have done. Is there a downloadable module for the Portugese postal systme to integrate it all ? is it possible for customers to buy their products then wait for the shop to e-mail them back the final price with postage ? any ideas just thoughts at the moment.

Does anyone have any ideas for this one ? bit stuck how to integrate it into the Zen shipping module ???? any help would be greatly appreciated
