I have my products set to be taxable. I only use Check or PayPal as payment options. when people choose paypal, they are charged tax in ZenCart, that total goes to PayPal and again is assessed Tax.
1. How do i stop PayPal from taxing these purchases?

This issue is resolved by turning off taxing in PayPal Account preferences.
it required a pc running Windows XP or better....so i bought a Mac
