Editing html in <head> </head> tags ??

how would I add the following html in the head tags?

<link rel="stylesheet" type="text/css" href="http://static.tagged.com/mainTemplateStyles.css" title="default">
<link rel="alternate stylesheet" type="text/css" href="http://static.tagged.com/mainTemplateStyles_alt.css" title="alt">
<link rel="alternate stylesheet" type="text/css" href="http://static.tagged.com/mainTemplateStyles_alt2.css" title="alt2">
<link rel="alternate stylesheet" type="text/css" href="http://static.tagged.com/mainTemplateStyles_alt3.css" title="alt3">

Also I would like to know how to add or edit my site description, keywords and maybe add a few more meta tags.

the stylesheets are loaded automatically, if you put them in a template folder named css
and for more custom keywords look in the english/your template/meta_tags.php

well I want to add the css stylesheet so that I am able to allow a user to click a button to change the color varation on the site. And I need to change the descriptions and add other meta tags is the major subjects.
