Zencart noob ? - how do I discount for multiple items?

I cant find how I give a shipping discount for multiple items for instance my shipping is 2.61 per item but I want to offer 3 items for 3 bucks in shipping as a incentive, etc.

1. Is this possible?
2. How in the heck do I do it?

What Shipping Module are you currently using?

Have you tried the Table module?

What happens if they order 4 items?
