Thank to you guys for the thorough explanation. I suppose what was confusing was that all options are still available for the inactive coupons (email, edit, delete...etc)

Sorry to drudge this up... but I am confused.
I get what you are saying, with how it is SUPPOSED to work... but I'm confused with what actually happens.
See... I have NEVER "deleted" a coupon - never. Never hit that button once. Yet, I have 12 "inactive" coupons.
I also have 22 "active" coupons - most of which are expired and/or fully used.
So when does it automatically move them to inactive?

Also - entering in an "inactive" coupon code into the discount_coupon page still shows all the info for that coupon. What exactly is the difference between active and inactive then?
To me, and I think others would agree, "inactive" should be any coupon that can't currently be used - either because the admin set it to inactive, or it has expired. I also suggest that any coupon should be able to be active again simply by changing the dates and/or setting its status back to "active".
Just suggestions.

We have been using coupon codes fine, but now we want to delete or clean up some of our super old ones so we can use them again - the same name for the code. Is this possible?
Simply deleting them doesn't really remove them.
You would need to do this in phpMyAdmin and look at the table:
coupons
You will find the Discount Coupons from the:
coupon_code
and you will see them marked as:
coupon_active
where N is the ones that are marked "deleted" or "expired" ...

NOTE: if you are deleting them in phpMyAdmin then you need to remove them from the:
coupons_description
coupon_restrict
before you do this ...
If you change the coupon_active to Y you can then change them via the Zen Cart Admin ...

I tried today to delete a coupon on the Admin side and it basically just changed the status to inactive instead of deleting it from the database. Any ideas?
