Upgraded, now need to get CSS buttons back

I was using CSS buttons with my 1.2.5 site. I just upgraded to 1.3.2. I have CSS Buttons set to True in Admin > Layout Settings. Despite this, button images from /template_default/ appear instead of CSS buttons. How do you enable CSS buttons in 1.3.2?

Also, something else I noticed: I was not able to set the template or the CSS Buttons settingdirectly from the admin. I had to edit the database with phpMyAdmin. When I try to edit via the admin interface, I don't get an error, but the configuration is not saved and it defaults to blank. Similarly, when I try to set the template, a blank configuration is saved and I have to edit it directly in phpMyAdmin. I'm hoping this isn't going to be the case with all configuration change attempts...

My upgrade went smoothly, with no errors. Both ZC and the database are showing version 1.3.2.

How can I enable CSS buttons?

Why aren't my configuration values being saved?

I redid my upgrade and my CSS buttons are back!
