Tax is not calculating properly with shipping

Here's my specific problem. I only have one product, a book that costs $15. I have to charge 8% sales tax and it isn't calculating correctly once the shipping charges are added in.

15.00 for the book
4.80 flat rate shipping
19.80 subtotal

Tax on that for Texas customers should be 1.584 (or 1.58 rounded).
Zen Cart is only charging 1.38.

Can anyone help?

The basis of the shipping tax is set to equal the store zone, which is Texas. Could it be the decimal places? I can't figure out why it's 20 cents off.

Edit your "Flat Rate Shipping" module, and set the Tax Zone to "Taxable Goods", just like your products.
