Coupon restrictions don't seem to work with mixed cart

Hello!

I'm trying to set up a coupon that will give $2.00 off of shipping IF all of the items purchased are trading cards. I've set up the restrictions to state "allow" on all the trading card categories, and to "deny" on all the non-card categories.

The cart doesn't allow the coupon to be applied when ALL of the items are non-card goodies, but if I put even one trading card into the cart, the coupon WILL work. Am I doing something wrong? All of my categories have been set up to either allow/deny, but it seems like the default is that if even one item is in an allowed category, the coupon works.

I'm pretty sure I'm using the coupon in a way that it should NOT be used and that it won't work, but I'm hopeful. (Didn't want to set up some elaborate weight system so cards can be shipped at a different flat rate than other items...)
